Executive Training Programme
for Public Officials and Junior Diplomats from Southeast Europe

This programme, organised by the Diplomatische Akademie Wien – Vienna School of International Studies, is tailored to the needs of public officials and junior diplomats from Southeast Europe and addresses important issues in European integration and international affairs. It is designed to familiarise participants especially with the working of the EU. To that end it is important to understand the complicated structures and decision-making processes within the EU as well as concepts underlying specific EU policies and programmes.

Content

Programme

After an introduction to EU integration perspectives, the institutional framework of the European Union and the intricacies of its decision-making processes, topical EU policies in the fields of enlargement and external relations in the context of global trends and developments are discussed. Particular emphasis is placed on human rights, gender equality and women’s empowerment, as well as on international climate action, regional security and the domain of global health.

This programme includes a two-week training in Vienna as well as a five-day study visit to Brussels and The Hague, with presentations and discussions amongst others at the European Commission, the European External Action Service, the European Parliament, and the ICC. Participants are thus provided with a first-hand insight into the working of European and International institutions.

Methodology

In order to maximise its practical usefulness, the programme comprises a broad mix of academic analyses, critical discussion, study visits, and the training of soft and practical skills. In interactive exercises participants are able to sharpen their analytical capabilities, management and negotiation skills, as well as crisis management and conflict resolution strategies. The training consists of theoretical and practical oriented training modules with renowned Austrian and international experts, trainers & practitioners.

Please note that this is an intensive full-time training course.

Services of the DA

The Executive Training Programme is organised by the Diplomatische Akademie Wien – Vienna School of International Studies in cooperation with the Austrian Federal Ministry for European and International Affairs and the Austrian Development Cooperation.

The Diplomatische Akademie Wien (DA) provides the following services:

  • Organisation of the programme (incl. study visits and excursions) in Vienna, Brussels and The Hague
  • Invitation of highly qualified lecturers and trainers
  • Lecture rooms at the DA with state-of-the-art technology
  • Accommodation at the DA in Vienna (single rooms with showers, including breakfast)
  • Meals at the DA (Monday-Friday)
  • Study visit to Brussels and The Hague (including travel arrangement, accommodation, and public transport)
  • Best possible individual support and assistance for participants
  • Visa support
  • Health insurance
  • Public transport tickets

The Austrian side does not cover any travel costs from the participants’ home countries to the DA in Vienna and back and does not cover meals on the weekends as well as during the study visit to Brussels. We regret that we have no means to grant any additional financial allowances (“per diems” or the like).
