Executive Training Programme for
Strengthening Female Leadership in the Public Service

29 September – 10 October 2025

This programme, organised by the Diplomatische Akademie Wien – Vienna School of International Studies, is tailored to the needs of female public officials from Southeast Europe and Black Sea/South Caucasus holding or aspiring to leadership positions. It is designed to familiarise participants especially with the international framework in place to safeguard women’s rights and gender equality, which is one of the UN Sustainable Development Goals. In addition, participants take part in highly interactive workshops targeted at developing their practical skills as women leaders.

Content

Programme

After an introduction to issues pertinent to the empowerment of women, specific topics related to female leadership within the public service are discussed in light of global trends and developments. Particular emphasis is placed on good governance, international climate action, and the domain of global health. In addition to theoretical and practice-oriented training modules, the programme includes a virtual encounter with officials from the Austrian public administration.

Methodology

In order to maximise its practical usefulness, the programme comprises a broad mix of academic analyses, critical discussion and the training of soft and practical skills. In interactive exercises, participants are able to sharpen their analytical capabilities, leadership and negotiation skills, as well as crisis management and conflict resolution strategies.

Please note that this is an intensive full-time training course.

Services of the DA

The Executive Training Programme is organised by the Diplomatische Akademie Wien – Vienna School of International Studies in cooperation with the Austrian Federal Ministry for European and International Affairs and the Austrian Development Agency, the operational unit of Austrian Development Cooperation.

The Diplomatische Akademie Wien (DA) provides the following services:

  • Organisation of the programme in Vienna
  • Invitation of highly qualified lecturers and trainers
  • Lecture rooms at the DA with state-of-the-art technology
  • Accommodation in a hotel (single rooms including breakfast)
  • Lunch at the DA (Monday-Friday)
  • Best possible individual support and assistance for participants
  • Visa support
  • Health insurance
  • Public transport tickets

The Austrian side does not cover any travel costs from the participants’ home countries to the DA in Vienna and back and does not cover meals on the weekends and dinner during weekdays. We regret that we have no means to grant any additional financial allowances ("per diems" or the like).
